THE INDEPENDENT SCRUTINY BOARD FOR PARKING APPEALS ON PRIVATE LAND (ISPA)

All operations of The Independent Scrutiny Board for Parking Appeals on Private Land (ISPA) ceased on 31 March 2017.
At the meeting of The Independent Scrutiny Board for Parking Appeals on Private Land (ISPA) on 26 January 2017 the Board was informed of the decision of the British Parking Association (BPA) to cease its funding from 1 April 2017.
The ISPA board met with the Chairman of BPA on 22 March 2017 and agreed to prepare an alternative budget and case for funding. The new case was for a substantially reduced budget totalling £45,000 for the year to March 2018. The BPA board discussed this proposal at their meeting on 30 March 2017 but rejected it totally.
The ISPA board had already accepted there was no alternative but to cease all its operations on 31 March 2017 if adequate funding was not made available. It is regrettable that there is no longer any provision for ensuring that the appeals service acts independently of the parking industry.
The ISPA board is proud of the work it did and believes that its closure is contrary to the best interests of both motorists and the parking industry.
